When asked if members of the American Society of Civil of Engineers should have accepted medals from the Corps of Engineers while the same ASCE members were reviewing the Corps’ investigation (IPET report) into the levee failures, ASCE declined comment.

 

Following up on this week’s print story, “Post-Katrina Cleansing? — regarding the civilian medals the Corps of Engineers presented to members of the American Society of Civil Engineers’ External Review Panel in February 2007, more than three months before the ERP issued its main report on the IPET — Gambit Weekly again asked (ASCE was contacted for the print article, but failed to respond) if it was a mistake for the ERP members to accept the awards?

 

Earlier this month, a task force appointed by ASCE to review the society’s role in engineering reviews issued its report and wrote this recommendation: “The Task Force found that the ultimate value of post disaster engineering reviews to society is directly linked to their credibility and credibility rests in a large part on the removal of real or perceived conflicts of interest (emphasis GW). 

 

Here’s how ASCE president David Mongan responded:

“The members of the ERP are highly regarded and immensely dedicated professionals who have, over the past three years, closely monitored IPET’s investigation. ASCE is proud of the ERP and its extensive body of work, which will ensure that the residents of New Orleans are better protected from future floods and storms. In light of their valuable contributions, we feel it is entirely appropriate for the members of the ERP to be recognized.”

 

When it was pointed out that the our question had nothing to do with ERP members’ qualifications or the quality of work, but centered on public perception and the apparent conflicts of interest involved in the February 2007 awards ceremony, ASCE spokesperson, Joan Burhman replied: “The statement sent you encompasses everything we have to say on this issue at this time.”

Joan Burhman one of the ASCE members who received a medal from Corps. Her name is listed in this FOIA request of all ASCE members who received the Outstanding Civilian Service Medal for their work involving the corps-sponsored levee study.

That’s interesting because I did ask Ms. Buhrman if she had received a medal and she said no. Maybe it was a citation of merit.

I had been waiting on the online Gambit, as still on the road, and hung you on da’Ladda first thing this morning –only to come home late from work to find you have already followed up this fine story! Whao! Go Get’Em Gumshoe!
Thank you again for staying on top of this vital issue of Conflict Of Interest (COI) at the ASCE –which leaves us with president David Mongan’s Ridiculous Demur (COIASCE).
I bet that he has one of those Medals hanging on his office wall right now.

Given your already aggressive coverage of these bastads I am stunned that they thought to get away with such a…flaccid flack’catching bull shit non’answer to a direct question about a happening now thing. This is like trying to play dodge ball with gorillas. Hit’em in the fASCE with a Big Red Ball and they just look at you like your crazy or something!

Do they think you will just, like ya’know… go away? HA!

But more importantly you have opened up a few Pandora’s boxes with this story. Chiefly that Tom Jackson is a past ASCE president, has done decades of Contract Consulting Engineering for the Corps, worked on the ERP –Medal Winner– AND sits on the Levee Board? The “Independent” Levee Board? The one with my hero John Barry on it too?
I would really like to know what John Barry might think of this Schmedaling. I mean the guy’s got rocks ya’know? He does his homework. I have read all of his work (Rising Tide twice) and really think he may want to join this conversation about the Appearance of Conflict of Interest on the Levee Board. Really, what is up with that?

I know I should be saying this on my own blog but Gambit often makes me feel like Composting.
